The position in which your ad appears is affected by many factors, known as Ad Rank. Ad Rank is recalculated each time a user searches. Due to this, there is no way to guarantee a specific ad position every time your ad is eligible to appear.

Ad position is affected by your bid, your quality score, your landing page, a user's specific search, the expected impact of ad extensions, and how all of these things stack up against other competitors at the time a user searches. 

When Respage recommends a budget, they base that on the search volume & suggested bids for the area and nearby areas in which the property is located. We do our best to recommend a budget that will give you the best chance to be in positions 1-3 in paid search results. However, since ad position is determined by several other factors, there is no way to guarantee that this will always be possible.
